I found another 2 Gears in Chapter 12 that seems to be missing.
#1: As you are backtracking and leaving Hall of Heroes (front entrance) - there is a door you can unlock using shock jockey, opposite side from the dollar bill machine, leading up to the balcony where that sniper was shooting from.
#2 In Soldier's Field, inside the toy soldiers shop. You need shock jockey for this one too, there's a door you can power up to unlock."
